Policy forums are lightly institutionalized and stable forms of governance networks that include administrative authorities, interest groups, and scientists. They are said to produce different types of outputs, from simple actor coordination to position papers and implementation documents, but their productivity has also been questioned. Metagovernance strategies can improve the capability of policy forums to produce outputs. To determine how different metagovernance strategies influence the capability of forums to produce joint position papers, 29 policy forums in the Swiss environmental sector are compared through a qualitative comparative analysis. Results indicate that metagovernance strategies such as state actors as forum members or majority decision rules need to be combined with small forum size or low actor heterogeneity. Furthermore, forum foundation by the state complicates the production of position papers.  相似文献

首先按照各省环保财政支出占GDP比重与按主成分分析法计算的地方环境污染物排放综合指数的排名情况把中国30个省份分成两个区域,区域1环保财政支出污染治理效应较强,区域2环保财政支出污染治理效应较弱。区域1包括北京、海南等14个省市,区域2包括天津、上海等16个省市。其次基于2007—2014年中国省级和行业面板数据,分析开放经济、环保财政支出对污染治理的影响。最后借鉴门限回归模型检验开放经济是否存在环保财政支出与污染治理的门槛效应。结果显示:(1)环境污染物排放存在区域差异和行业差异,区域1呈现出开放程度和污染物排放双低的特征,而区域2则表现为双高特征。制造业、电力、煤气及水的生产和供应业污染物排放较高,采掘业污染物排放年均增长速度最快。(2)样本期内省级和行业面板数据均表明开放经济与环境污染物排放显著负相关,对外开放不是助推环境污染的原因。(3)中国环保财政支出与环境污染物排放显著负相关,环保财政支出具有显著的污染治理效应。(4)开放经济对环保财政支出的污染治理效应具有门槛效应,当进口和出口贸易总额高于门槛值-1.221、-1.016时环保财政支出的污染治理效应很难发挥。(5)以进、出口贸易总额为门槛变量时,有107个观测值低于门槛值,占总观测值的44.58%,其中有59个位于区域1,占55.14%。鉴于此应继续加大环境保护财政支出,进一步提升环保财政专项支出在GDP中所占比重,保持适度的对外开放,优化能源消费结构和实现产业结构升级,全面改善环境质量,提升开放经济下环保财政支出的污染治理效应。  相似文献

现有城市地理研究主要基于重力模型、客货流网络和连锁模型等方法刻画城市网络。这些方法或是仅仅基于假设而可能与事实不符,或是数据难以获取,或是过于强调城市间的等级关系。通过引入合作专利数据,探索更加真实、平等的城市网络衡量方法。基于对长江经济带城市间创新联系的实证分析,发现目前城市间的创新联系以公司间(尤其是总部-分支机构间)合作为主;城市间创新联系存在非对称性和空间差异;实际创新联系与重力模型估算的创新联系存在正相关关系,但是相关系数不高;城市间创新联系的规模-位序符合Zipf定律,且存在两个无标度区;城市间创新联系受空间距离、行政级别、产业结构相似程度等影响,反映了距离衰减定律、行政区经济和产业链分工等规律对城市创新联系的解释力。  相似文献

Research on urban insect pollinators is changing views on the biological value and ecological importance of cities. The abundance and diversity of native bee species in urban landscapes that are absent in nearby rural lands evidence the biological value and ecological importance of cities and have implications for biodiversity conservation. Lagging behind this revised image of the city are urban conservation programs that historically have invested in education and outreach rather than programs designed to achieve high‐priority species conservation results. We synthesized research on urban bee species diversity and abundance to determine how urban conservation could be repositioned to better align with new views on the ecological importance of urban landscapes. Due to insect pollinators’ relatively small functional requirements—habitat range, life cycle, and nesting behavior—relative to larger mammals, we argue that pollinators put high‐priority and high‐impact urban conservation within reach. In a rapidly urbanizing world, transforming how environmental managers view the city can improve citizen engagement and contribute to the development of more sustainable urbanization.  相似文献

Understanding human perspectives is critical in a range of conservation contexts, for example, in overcoming conflicts or developing projects that are acceptable to relevant stakeholders. The Q methodology is a unique semiquantitative technique used to explore human perspectives. It has been applied for decades in other disciplines and recently gained traction in conservation. This paper helps researchers assess when Q is useful for a given conservation question and what its use involves. To do so, we explained the steps necessary to conduct a Q study, from the research design to the interpretation of results. We provided recommendations to minimize biases in conducting a Q study, which can affect mostly when designing the study and collecting the data. We conducted a structured literature review of 52 studies to examine in what empirical conservation contexts Q has been used. Most studies were subnational or national cases, but some also address multinational or global questions. We found that Q has been applied to 4 broad types of conservation goals: addressing conflict, devising management alternatives, understanding policy acceptability, and critically reflecting on the values that implicitly influence research and practice. Through these applications, researchers found hidden views, understood opinions in depth and discovered points of consensus that facilitated unlocking difficult disagreements. The Q methodology has a clear procedure but is also flexible, allowing researchers explore long‐term views, or views about items other than statements, such as landscape images. We also found some inconsistencies in applying and, mainly, in reporting Q studies, whereby it was not possible to fully understand how the research was conducted or why some atypical research decisions had been taken in some studies. 为综合解析南方某市管网末梢水水质的时空变化特征、识别主要响应指标及指标间相关性,以该市近4年供水管网末梢水水质监测数据为研究对象,利用主成分分析法和对应分析法对管网末梢水质进行了特征研究。主成分分析法评价结果表明:该市管网末梢水年度总体水质存在差异,其中以2016年为最佳;夏秋季节更易发生水质异常现象,5~9月应加强管网末梢水水质管控;区域上看已完成深度处理改造的梅林水厂供水覆盖区管网末梢水水质最优,南山水厂供水覆盖区管网末梢水水质最差;水质指标硫酸盐、氯化物、硬度之间,Fe、浊度、总氯之间具有相对其他水质指标更高的相关性。对应分析法结果表明:管网末梢水水质主要响应指标可重点关注Fe、浊度、耗氧量、总氯和硫酸盐;其中Fe、浊度、耗氧量呈正相关性强,上述指标与硫酸盐、总氯呈负相关性。  相似文献

The illegal wildlife trade has emerged as a growing and urgent environmental issue. Stakeholders involved in the efforts to curb wildlife trafficking include nongovernmental organizations (NGOs), academia, and state government and enforcement bodies. The extent to which these stakeholders work and communicate among each other is fundamental to effectively combatting illicit trade. Using the United Kingdom as a case study, we used a social network analysis and semistructured interviews of stakeholders to assess communication relationships in the counter wildlife trafficking community. The NGOs consistently occupied 4 of the 5 most central positions in the generated networks, whereas academic institutions routinely occupied 4 of the 5 most peripheral positions. However, NGOs were the least diverse in their communication practices compared with the other stakeholder groups. Stakeholders identified personal relationships as the most important aspect of functioning communication. Participant insights also showed that stakeholder-specific variables (e.g., ethical and confidentiality concerns), competition, and fundraising can have a confounding effect on intercommunication. Evaluating communication networks and intrastakeholder communication trends is essential to creating cohesive, productive, and efficient responses to the challenges of combatting illegal wildlife trade. 为解决现行安全生产科技领域中全球定位系统(GPS)/惯性导航系统(INS)融合系统容易产生较大时变误差的关键问题,满足GPS定位信号的精度和信号数据处理时间的要求,提出1种群调度滤波算法,通过实验仿真,分别与模糊算法、机器学习算法及卡尔曼滤波网络算法进行比较研究。结果表明:群调度滤波算法兼顾了定位精度与数据处理时间,具有较大优势,可在航空安全、船舶安全、应急监测、灾后抢险等安全科技领域广泛应用。  相似文献

为解决传统经验公式在预测气体泄爆中最大超压出现时的较大偏差或过于保守的问题,提出使用人工神经网络预测气体泄爆最大超压。基于124组实验数据,采用BP与RBF神经网络,通过优化算法计算与迭代循环对泄爆样本中的影响因素进行降维与选择,并确定2类神经网络本身在学习与计算气体泄爆样本时的相关参数。结果表明:PCA(主成分分析法)在当前样本条件下的降维效果较差,而通过迭代对比确认气体泄爆样本中的5类特征全部保留时神经网络的训练模拟效果最好;通过对124组实验数据进行随机挑选训练集与测试集的训练模拟结果发现,神经网络对气体泄爆中最大超压的预测效果较好;通过对比Molkov提出的和经Fakandu等改进的NFPA 68经验公式以及2类神经网络的预测结果表明,神经网络相比于传统气体泄爆经验公式具有明显优势。  相似文献

Ideal notions of efficient aid are challenged continuously by realities on the ground in the wake of major disasters, such as dire needs, limited resources, and opportunism. This paper demonstrates how ‘relief lists’ can be productive entry points for a systematic inquiry into the pervasive politics of disaster assistance. Through an analysis of qualitative data collected during the five years after Cyclone Sidr struck Bangladesh on 15 November 2007, it examines how relief lists featured in both physical and phantom forms and then developed beyond their transparency-making aims, becoming elevated sites of struggle for post-disaster resources. Three list processes, selected to indicate the temporal, material, and spatial dynamics of relief encounters, are assessed in depth. Although recipients of cyclone relief appreciated its value, the paper argues that list politics also stimulated structures of vulnerability, including inequality. Gradually, relief, as governed after Sidr, also served to restore the differential vulnerability of the country's coastal poor.  相似文献
